For early signs of improvements in transatlantic trade ties now that Joe Biden is in the White House, look to a dispute festering in the shadow of both sides’ retaliatory tariffs over aircraft aid: U.S. duties on European Union metals.
The import levies of 25% on steel and 10% on aluminum encapsulate the general deterioration in U.S.-EU relations that occurred under former President Donald Trump.
Not only did the tariffs, imposed in 2018, mark the Trump administration’s first concrete commercial strike against the EU, they were justified on national-security grounds that were deeply offensive to countries across Europe that have long regarded themselves as staunch defense allies of the U.S.
